The establishment of this regulation has fully embodied national security interest and fundamental wishes of the people, and has provided a reliable legal basis for the healthy, consistent and thorough implementation of national defense mobilization on civil transportation.

To intensify and standardize civil transportation's national defense mobilization is the requirement of running the country according to law. To implement civil transportation's national defense mobilization according to law is the responsibility of the whole society.
