The "At Most One Visit" administrative reform which was initiated by East China's Zhejiang province in 2016 was mentioned in the government work report delivered by Chinese Premier Li Keqiang at the opening meeting of the first session of the 13th National People's Congress on March 5.

Li remarked that the government should further promote the internet plus administrative services and strive to cut down on excessive red tape and ensure that if anyone has to visit a government department, they only do it once.

This is another honor the central government has awarded to Zhejiang after it proposed a suggestion that the whole country learn from the province's administrative reform on Jan 23.

The staff members at Quzhou administrative service center were quite excited about the message. Cao Yun, an official from the center said he feels a sense of relief that the "At Most One Visit" reform has brought great gains to companies and civilians.

"The reform is a practice of Zhejiang to drive profound shifts in the functions of government," said Luo Weidong, vice president of Zhejiang University and also a member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC).

Luo shared his own experience in dealing with real estate transfer in Hangzhou. "It usually took at least three hours to complete all procedures but now it takes me less than half an hour."

According to Zhang Tianren, chairman of Tianneng Group and also a deputy to the National People's Congress thought the inclusion of Zhejiang's administrative reform into the central government's work report raised higher requirements on the province's practices. He suggested the local government accelerate the development of an e-service system.
