11. It will be easier for people to get access to household registration, or hukou, in cities in 2020, as China has issued a guideline to enable the easier flow of labor. The guideline calls for urban cities with a residential population of less than 3 million to set no threshold for household registration and cities with an urban population of 3 million to 5 million also will relax restrictions.
