Because data shows a high risk of a community outbreak of the novel coronavirus in Hong Kong, it's crucial that the city acts immediately to decrease the number of social gatherings, according to Lam Ching-choi, a non-official member of the Executive Council.
Banning the sale of alcohol is one way to achieve that, but the government is open to suggestions from the community on possible measures that would be even more effective, Lam added.
