Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor appealed for the public's full understanding and support for putting in place national security legislation in the SAR.
In a pre-recorded video released on Monday, she said protracted street violence over the past year and interference from external forces in Hong Kong affairs had left the central government no option but to exercise its constitutional power to boost the city's legal system and safeguard national security.
