NPC to provide stronger basis for whole-process democracy

The 14th National People's Congress will provide stronger legal basis for promoting the whole-process of people's democracy by improving relevant work platforms, a spokesman said.

The new election of NPC, China's top legislature, and its standing committee will continue strengthening the socialist legal system with Chinese characteristics as the Constitution at its core, Wang Chao, the spokesman for the first session of the 14th NPC, told a news conference on Saturday.

He said the new NPC will further improve platforms and systems to ensure democratic elections, consultations, decision-making, governance and oversight by better implementation of a series of laws, including the Electoral Law, the Deputies Law, the Organic Law of the NPC and the Legislation Law, so as to give stronger legal protection for developing the whole-process of people's democracy.

Highlighting the significance of the people's congress system, he said, "The NPC and its standing committee in recent years have put the concept - people are the masters of the country - as a top priority in the whole process of legislative affairs, formulating a few laws to meet public demand and State governance."

Taking grassroots stations for collecting legislative opinions as an example, he said that the NPC Standing Committee's Legislative Affairs Commission has expanded 32 such stations across the country.

The stations have made public voices louder and helped their opinions directly reach the top legislature, he added.

As for the draft amendment to the Legislation Law, which will be submitted to the NPC for review, he said it is a basic law that defines the country's legislative system and regulates its legislative activities.

The draft amendment to the law will mainly focus on strengthening the implementation of the Constitution and clarifying the review of normative documents to ensure they are consistent with the Constitution, the nation's fundamental law, according to him.

"Amending the law this time is also to implement the whole-process in people's democracy to guarantee people's voices can ben heard in every step of legislation as well as to understand grassroots situations to actively respond to new public demands," he added.
