National Health Commission adds new regulations for emergencies

Major public health emergencies that result in more than five deaths or critical cases should be reported to China's top health authority within two hours, said the National Health Commission on Tuesday.

The commission published a trial regulation on Tuesday that clarifies procedures of preparing and initiating medical responses to public emergencies, with detailed requirements having been raised for making prompt reports about emergencies to health authorities.

According to the document, major emergencies that have led to more than five mortalities or critical cases, or have the potential to exert such casualties, should be reported by the provincial-level health authority to the National Health Commission within two hours.

In the case of being unclear about casualties, the commission said that the situation of the emergency should be reported first, and specific casualties can be submitted later on.

The commission, upon receiving reports from provincial authorities, will also make reports to the State Council in a swift manner.

The trial regulation also stressed that local health authorities should react fast and efficiently to handle emergencies and deliver on-site treatment.

It also lays out measures for setting up medical emergency teams and expert panels, drafting preparedness plans and catalogs for necessary drugs and materials, as well as taking drills during normal times.

The regulation takes effect immediately.
