Expounding on Shandong's culture, Lin enumerated the province's rich and diverse cultural resources, including the profound influence of Confucianism and the coexistence of canal culture and maritime culture. He emphasized the importance of preserving and improving traditional Chinese culture.

He emphasized the establishment of the Nishan World Center for Confucian Studies and the accelerated construction of the Shandong section of the Great Wall, Grand Canal, and Yellow River National Cultural Parks.
