CPC leadership convenes to discuss issues related to 15th Five-Year Plan formulation

BEIJING -- The Communist Party of China Central Committee Political Bureau held a meeting on Sept 29, discussing major issues related to the formulation of the 15th Five-Year Plan (2026-2030) for national economic and social development. Xi Jinping, general secretary of the CPC Central Committee, chaired the meeting.

The fourth plenary session of the 20th CPC Central Committee will be held in Beijing from Oct 20 to 23, according to a decision made at the meeting.

The Political Bureau heard a report regarding the opinions solicited from in and outside the CPC on the CPC Central Committee's proposals for formulating the 15th Five-Year Plan, and decided that the document will be revised based on the discussion at this meeting and submitted to the fourth plenary session for review.

It was noted at the meeting that in soliciting opinions this time, democracy was fully promoted and collective wisdom was pooled. All regions, departments, and sectors gave the document full recognition, believing that it accurately grasps the historic position of development of the Party and the country's cause during the 15th Five-Year Plan period, provides an in-depth analysis of the profound and complex changes China's development faces, and lays out top-level design and strategic planning for the country's development in the next five years. The document represents another mobilization and overall arrangement for building on the momentum to further advance Chinese modernization, and suggests that the CPC Central Committee with Comrade Xi Jinping at its core will seize the historic initiative to continue to unite and lead the whole Party and the Chinese people of all ethnic groups in writing a new chapter on sustaining the two miracles of rapid economic growth and long-term social stability, and vigorously forge new prospects for Chinese modernization. It will therefore exert a major and far-reaching influence on the cause of the Party and the country.

The need was emphasized at the meeting to uphold the Party's overall leadership for economic and social development during the 15th Five-Year Plan period. It will be imperative to firmly uphold the authority of the CPC Central Committee and its centralized, unified leadership, and ensure that Party leadership is exercised in every aspect and throughout the entire process of economic and social development. It will be essential to continuously put the people first, respect the principal status of the people, and ensure that they enjoy more benefits of modernization in a fairer manner. It will be important to promote high-quality development, guide development with the new development philosophy, and foster new quality productive forces in line with local conditions to promote sustained and healthy economic growth as well as comprehensive social progress. It will be essential to deepen reform comprehensively, and expand high-level opening up to continuously enhance the momentum for growth and social vitality. It will be imperative to continuously tap the potential of the synergy between an efficient market and a well-functioning government, and work to see that the market plays the decisive role in the allocation of resources and that the government plays a better role. The need was emphasized at the meeting to ensure both development and security, prepare for worst-case scenarios, effectively guard against and defuse all risks, and safeguard the new development paradigm with new security architecture.

It was noted at the meeting that upholding and strengthening the Party's overall leadership is the fundamental guarantee for advancing Chinese modernization. It is essential to continue efforts to lead a social revolution through the Party's self-reform, advance full and rigorous Party's self-governance, strengthen the Party's ability to provide political leadership and theoretical guidance and to organize and inspire the people, and enhance the Party's capacity for leading economic and social development so that tremendous strengths can be pooled for advancing Chinese modernization.
