          Beijing unveils new steps to regulate the growing number of electric bicycles

          Beijing has announced new measures to regulate the growing number of electric bicycles, as part of its recommendations on the 15th Five-Year Plan, according to the Beijing Municipal Government. This is the first time that electric bicycle management has been explicitly included in the capital's five-year plan recommendations.

          According to Cheng Shidong, director of the Urban Transport Center at the National Development and Reform Commission, it reflects a top-level strategic vision for urban and traffic governance, the Beijing News reported.

          Since 2008, the number of electric bicycles in Beijing has surged from about 800,000 to over 7 million by 2025, it added. This rapid increase has necessitated enhanced management strategies.

          Law enforcement authorities are trialing surveillance measures to curb traffic violations by electric bicycle users, including those riding under the influence. There is also a crackdown on illegal modifications, such as unauthorized speed enhancements and battery alterations, which pose significant safety risks.

          Moreover, Beijing is upgrading parking and charging facilities, particularly around key transport hubs, to alleviate parking challenges and enhance commuter convenience. These efforts are complemented by the installation of fire safety measures in charging areas.

          The recommendations also underscore regulating the rising food delivery and instant logistics sectors, which are involved in a significant number of traffic incidents. This highlights the need for targeted regulatory measures to ensure safety and order in these industries, Cheng told the Beijing News.
