On Jan 5, Pudong New Area introduced two core policy plans at the 2026 Investment and Business Environment Development Conference. The 2026 Pudong business environment improvement action plan and the 15th Five-Year Plan (2026-30) for Pudong's 10 core industrial clusters aim to strengthen the region's business environment and drive industrial growth.

The business environment plan includes 52 measures across five areas: government services, market competition, industrial ecosystem, legal protection, and social governance, aiming to enhance services, foster competition, and support global expansion.

The industrial clusters plan focuses on developing 10 core industrial clusters, including integrated circuits, biomedicine, and AI. It seeks to establish a modern industrial system driven by advanced manufacturing and key technology sectors.

To enhance market competitiveness, Pudong will strengthen intellectual property protection and digital risk prevention, creating a fair and transparent environment for businesses. The region will also provide comprehensive support for youth entrepreneurship and SME financing.

In legal protection, Pudong will accelerate key legislation and upgrade the Shanghai International Legal Service Center. Additionally, the region plans to expand its business-friendly environment ambassadors program.

Fifty major projects, with investments exceeding 70 billion yuan ($10.01 billion), were signed at the conference. Spanning sectors including finance, technology, and trade, these projects will further support Pudong's industrial growth.

The 2026 investment and business environment promotion policy package was also released, shifting from supportive aid to growth-oriented ecosystem development, with major initiatives like a trillion-yuan industry fund and R&D support.
