Xiamen has introduced new measures to advance the high-quality development of its AI industry. The policy, set to take effect on April 1, includes 16 support initiatives across four key areas: driving innovation, encouraging application implementation, promoting industrial clustering, and strengthening the development foundation.
To drive innovation, Xiamen will roll out significant financial incentives: up to 10 million yuan ($1.46 million) for cutting-edge tech research projects and up to 30 million yuan for establishing new AI innovation platforms. The city will also put a premium on industry standards, encouraging local players to help shape AI standards and compete for the prestigious "China Standards Innovation Contribution Award".
To accelerate AI adoption, Xiamen will promote first-edition software with independent IP and major technological breakthroughs, provide phased funding for promising vertical model projects, create demonstration application scenarios, and launch hit terminal products annually. The city will also build an incubation platform, offering up to 20 million yuan in support for model services and data training facilities.
To build a thriving AI ecosystem, Xiamen will establish innovation incubation centers and encourage greater use of computing power by universities, research institutions, and hospitals. The city will promote model-as-a-service and support AI-driven R&D and applications.
Financial tools and fiscal policies will be upgraded to boost investment in emerging fields like embodied AI. Events such as the China AI Competition will also help create a vibrant industry atmosphere.
