5. Start-owned enterprise reform kicks off in 1986

December 5, 1986, the State Council announced the Provisions on Deepening the Reform and Enhancing Vitality of Enterprises.

" The Provisions stipulate that state-owned small enterprises can actively introduce trial leasing and contract operation.

State-owned large and medium-sized enterprises can adopt various forms of their system of management responsibility.

The introduction of Provisions is a major step?in economic reform to promote the city form and is of great significance for further decentralization, improvement of external business conditions, expansion of enterprise autonomy, and promotion of internal reform of the mechanism.
