China to improve public servant assessment mechanism

BEIJING -- China is improving its public servants assessment mechanism by trying to make it more scientific, democratic and institutionalized, said Li Yuanchao, head of the Organization Department of the Central Committee of the Communist Party of China(CPC), on Monday.

Li, also a member of the CPC Central Committee Political Bureau and the Secretariat of the CPC Central Committee, made the remarks while attending the opening ceremony of China-Canada Symposium on Personnel Appraisal and Assessment in Public Service.

Li welcomed Canadian Public Service Commission President Maria Barrados who is here attending the two-day symposium in Beijing.

Li said a public service system lays a foundation for the administration of modern government. All nations of the world are trying to find out which public service systems fit their own situations.

The financial crisis requires all nations to reform governance and improve capabilities of public servants, he said.

Li said the Chinese government has chosen the best officials through democratic and open competition.

Barrados also delivered a speech at the opening ceremony of the symposium. Almost 60 officials and scholars from both China and Canada were in attendance.

The Organization Department of the CPC Central Committee and the Canadian Public Service Commission signed a memorandum of understanding in 2007 to establish a regular exchange mechanism between public servants of the two countries.
