About 16.87 million children were born in China in 2014, only 470,000 more than that in the previous year. Many specialists and scholars are calling for a comprehensive two-child policy, raising wide ranging discussion.

Adjusting population is of strategic significance and more important than control of the population size. I suggest those well-educated should be granted permission to have three children to improve population quality. All other couples could have two. Not only the single-child family but every citizen could enjoy this kind of fertility policy.?
