JINAN, Shandong - A disgruntled petitioner detonated explosives in a township government compound in East China's Shandong province Monday morning.
Witnesses said that the villager was killed in the explosion, which happened at 8 am, at the government compound of Tengjia township under the city of Rongcheng.
It is yet to know whether there were other casualties.
