Chen, born in August 1950, is a native of the provincial capital Wuhan.
He graduated from Central China Normal University and joined the Communist Party of China in 1973, according to the report.
Chen was the deputy secretary-general of the provincial government and head of the province’s agricultural department.
He served as the vice-chairman of CPPCC’s Hubei provincial committee from 2009 to 2013, the report added.
