In late September, a division of the Lanzhou Military Area Command returned to the barracks after completing the 100 days' field drilling. During the 3 days on the way back, the division did not bother the civilians with a single room and the officers and men spent their nights in tents and had self-heated food, which was the achievement the division has gained in its effort of seeking after doing a good job on the Four Basics of the grassroots under the dynamic situation of field drillings.

The division spends 1/5 time annually on field drilling. In order to carry through the Outline for Armed Forces construction at the Grassroots Level faithfully, the division vigorously sought after features and laws of army building under dynamic condition.

Measures have been taken to do a good job in basic education. The division sticks to the principle of carry through education in conjunction with missions, and implements political education to instruct the officers and men to do a good job at grassroots positions. The organs of the division compiled the education materials and handed them down to officers and men and encouraged them to get prepared for wars. Facing the features of the troops being dispersed along a wide area, they adopted measures to carry out two half day's education each week to the officers and men.

Backbones are organized in echelon. Yin Wuping, the commander of the division said that to carry through the missions in field as well as in barracks, it was key to give full play of the basic backbone. The Party's members and cadres set good examples in drillings and daily life. With the Party's members as the ideology backbone, squad leaders as the backbone of drilling and vice squad leaders as safety backbone, a resultant force was formed to do a good job on grassroots building. They also carried through the practice with each Party's member as a good example and helping each other and learning from each other so as to promote the building of the grassroots.

Measures have been taken to carry through the basic systems in line with the real situation. On the drilling site, the reporter noticed that each tent has a list of missions for each day, each week and each month, covering 8 key aspects of the grassroots works. Fu Chuanyu, the political commissar of the division said the more specific the work was, the better it was carried through. Facing the features of field drillings, they have laid down Regulations on Day-to-Day Work of the Company Under Dynamic Condition and fractionized the standards and position duties so as to improve the feasibility.

The basic infrastructure has integrated the requirements of the war time and peace time. Visiting the camping ground, the reporter found that a camp was a mobile barrack, with beach volleyball court, football field, mobile stores. In addition, every company put up a tent canteen which also serves as a learning room. It is equipped with book cases and stationery cases and also used as a field club. In line with the requirement of actual battle, the division has expanded the support functions of the service centers. They have also developed vehicle tent and plateau self-heating food and designed field armament case and material cases according to the requirements of carriage storage and delivery.
