China's beauty salons to be rated

In the second half of this year, China's 1.54 million beauty parlors may adopt a star-rating system similar to that used by the hotel industry.

The final stage of taking suggestions was held during the first China Beauty and Cosmetic Chamber Chairperson Forum in Shenzhen on Saturday.

The forum was a key part of the three-day Shenzhen International Beauty and Cosmetics Fair that ended Sunday. Representatives and beauty salon managers held heated discussions on the situation and future development of the cosmetics industry in China.

The most controversial topic was the star-rating system to be implemented by the end of this year with the intention of regulating the market.

For the first time, the State Bureau of Quality and Technical Supervision will issue a national standard for rating beauty parlors and hair salons. The new regulation will rate a shop based on its size, services, facilities, interior decoration, cosmetic products, professional qualifications and the number of technical staff.

"Beauty salons rated with more stars will be able to charge higher than those with fewer stars," said Luo Xielong, chairman of the China Beauty Cosmetics Chamber.

"The regulation will also phase out a number of uncompetitive players. But the government will help the small parlors to survive through mergers and acquisitions," he said.

"The new rating system will help our business since we have established a good reputation in the industry, but it may take huge effort and time to map out a standard as there are too many service items and cosmetics products involved, "said a local operator of 40 beauty parlors.

China's beauty parlor industry has grown fast in the past few years with industry turnover reaching 160 billion yuan (US$19.2 billion) last year, Luo Xielong said. The 12-million workforce in the industry had helped relieve the nation's unemployment pressure.

Another highlight of the forum was the Shenzhen Declaration, a strategic alliance of cosmetics industry associations. The declaration marks an important step in improving the function of the nation's industry associations.

According to the alliance, the regular exchange activities such as Beauty Salon CEO summit, Chairman Forum and reunion party will be the major platform of the industry's top-level communication. Members also reached a consensus of information sharing, joint technical innovation and regulation drafting as their priorities.
