An innovation and entrepreneurship competition for overseas Chinese was held on June 23 in Changchun New Area, Jilin province.

Before the competition, Wang Changsheng, deputy minister of the Organization Department of Jilin, introduced Jilin's policies on talent introduction and cultivation.

He said, "To attract talents, the local government will offer more than a billion yuan ($146million) to each innovation team and will provide them with green passage to skip the lower job title application and apply for a higher job title directly."

Furthermore, the local government initiated several programs including the Hundred Talents Program, Youth Scientific Talents Plan, and Talents Reform Test Site Construction to encourage overseas talents to settle in the city and support them to conduct innovative projects.

"Changchun has regarded talents as a special need for the modern construction of the city," Guo Lingji, minister of the Organization Department said.

Li Zhongbin, director of the Committee of Changchun New Area, mentioned that Changchun New Area has gained more than 100 billion yuan income and fix-asset investment in 2016.

He also said that the area committee will offer 2.5 billion yuan in total to promote policies in six aspects including the emerging industry, modern service, and talent agglomeration.
