Abstract:

Talent is the top resource of scientific development. China urgently needs to shift and upgrade its demographic dividends into human resources dividends.

Zhongguancun has taken the lead in its talent system and mechanism construction, improving its talent policy support system and its mechanism to match industries and talents. It has built platforms to pool together talents, expand business incubation services, and create a good environment for talents to realize innovation and start businesses.

Zhongguancun's achievements suggest that accelerating talent development system reform and policy innovation are objective requirements. China should improve talent policy support and training systems and select talent using market mechanisms.
