Abstract: By fully utilizing the institutional arrangement of the provincially administered municipalities and counties, Hainan province has taken steps to simplify the administrative examination and approval procedures, focus on public services as the key issue in the administrative reform of streamlining administration, delegating powers and improving regulation and services and take into consideration the reform of the integration of social and economic planning. In particular, the trials on the simplification of examination and approval procedures, the examination and construction of the integration of five kinds of networks and the practice of approval in an acting capacity are all closely related to the pilot reform of the integration of social and economic planning, which provides strong support for deepening the above-mentioned reforms. In the trial practice of the eco-software parks in Hainan province, the efficiency of the government and examination and approval procedures has been greatly improved, and the approval procedures of relevant projects has been minimized by a big margin because of the implementation of construction preceding examination and approval and the list-based management system, the establishment of enterprise service supermarkets, the formulation of relevant regulations relating to the renovation of old residential areas, the trial implementation of construction planning preceding projects approval, the implementation of comprehensive project evaluation system and joint acceptance check mechanism. At the same time, it should be noted that the reform of simplified examination and approval procedures has achieved remarkable results in a relatively closed environment, and that the approval of the construction of the integration of five kinds of networks relies on the scientific nature of the integration of social and economic planning. If these reform measures are to be extended to other areas, efforts need to be made to advance the reforms on a deeper level and further enhance the scientific nature and the effectiveness of the integration of social and economic planning.
