Abstract: Community governance has become an important cornerstone of our country’s social governance system construction. Under the general goal of promoting the modernization of the national governance system and governance capability, the advantages of the party’s leadership and socialist system should be transformed into the advantages of community governance, so as to integrate community development and stability, order and vitality, party leadership and residents’ autonomy, as well as government leadership and participation of all parties. This paper analyzes the development of China's urban and rural community governance in the new era, discusses the main existing problems from the aspects of community work legislation, modes of government’s governance, market participation, community autonomy, community service ability, etc., and puts forward some pathway suggestions to strengthen community governance: focus on comprehensively promoting the rule of law and improving the legal and institutional system of community governance; shift government functions and improve the work and organizational system of community governance; promote co-construction, co-governance and sharing, and improve the multi-party-participation system of community governance; and adhere to the people-centered principle and improve the community service system.
