Abstract: Socialism with Chinese characteristics has entered a new era, and China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development. The report made at the 19th CPC National Congress has set forth the arrangements for realizing the goals of economic and social development in the new era. The indicator system in the 13th Five-Year Plan is the quantitative reflection of the economic and social development goals, and also an important tool to guide the implementation of the development concept. Designing the 14th Five-Year Plan’s indicator system is very important for implementing the new development concept and realizing the new development goals. During the new development stage and in light of the future development targets, the 13th Five-Year Plan’s indicator system needs to be adjusted. This paper gives an analysis of the inappropriate points in the 13th Five-Year Plan’s indicator system in terms of economic growth, economic structure, innovation-driven mode, people’s well-being, differences between various social groups and indicator types respectively from the perspective of the development stage and the change of development objectives. On this basis, it comes up with some policy options for the selection and specific design of the indicators of the 14th Five-Year Plan’s indicator system.
