Democracy is not the answer to corruption. Just look at India, Philippines, Taiwan, Malaysia, Indonesia, Korea, etc.
Corruption can only be defeated when there is a strong political will, at the very top and at every level, to eliminate it. And for this, the country needs to allocate sufficient resources to anti-corruption efforts. You will need anti-corruption bureaus at every level, all independent, reporting only and directly to the President's Office, preferably.
