When I was waiting for a haircut in a barbershop, I saw a deputy of the National People's Congress (NPC) talking about the aging population on TV. The young barber man said, "More aged people can provide more opportunity. I am planning to go back to my hometown, open a barbershop there and cut hair for aged people." The boy may still have a long way to realize this goal, but his future is promising because he has seen an opportunity and he has confidence.

At two sessions where people discuss national affairs and the development, many NPC members have reiterated "sense of opportunity." No matter the eastern region taking the lead in the development or the western region catching up, no matter they are senior local governmental officials or leaders of industries and enterprises, they all have sensed favorable elements in different areas in different development phases. The NPC member and the Secretary of the Zhejiang Provincial Party Committee Zhao Hongzhu regards the economic transformation as an opportunity of "going forward steadily but firmly." The Secretary of the Gansu Provincial Party Committee Wang Sanyun believes that the "combination of policies" is the largest opportunity faced by the province.

From the development blueprint of a province to the personal plan of a barber, favorable elements could be found. Therefore, being able to clarify the development direction and find development opportunities is the vigor of the current China. Like what some western media said, the people of China are filled with optimistic confidence. The confidence of a country or a society is actually the combination of the confidences of countless individuals. When everyone is filled with strong confidence, the whole country will be able have a powerful "energy of confidence."

We have reasons to be self-confident. The macroeconomic data in the government work report, such as the economic growth rate which is more than 9 percent, the urbanization rate which is more than 50 percent, the sustained increase of the people's income and the vigorous developments of various social undertakings, are undoubtedly the reflections of the "admirable huge potential of China." Huge domestic market, rich manpower resources, continuously strengthening technological innovation ability and continuously accelerating pace of the transformation have all offered favorable conditions for the huge ship of China to continue sailing forward in the sea and showed China's administrative level and national strength.

We have reasons to be self-confident. During the NPC and CPPCC period, the pinyin "Liang Hui" (meaning the NPC and CPPCC) have turned into a hot phrase in foreign media. Under the spotlight, the economic and policy signals given by the NPC and CPPCC are attracting attention of the whole world.

If we say the first two decades of the 21st century was the first half of this strategic opportunity and China has seized the opportunity in the globalization to join with the world, then in the second half, facing the "post-financial crisis era" with the international economic structure and global administration frame being re-constructed, China also has the ability of participating in the construction of the future new international rules. From the Group of Eight to Group of Twenty, the participations of emerging countries including China are just the identification.

The opportunity fills people with enthusiasm. It decides whether we will seize the opportunity brought by the changed situation and make scientific guidelines of actions meeting the requirements of the times and the wishes of the people that whether we will see the favorable elements of the "good timing, good geographical position and support from the people." Clearly recognizing the opportunity, firmly seizing the opportunity and properly using the opportunity is the key for China to win the initiative, advantage and future.

Of course, there are still people who cannot see the opportunity and do not have confidence. While doing their jobs, these people are too conservative and cautious, dare not to do anything to solve problems or overcome challenges. They are pessimistic that they will miss all good opportunities. In fact, the confidence and opportunity could promote each other and form a virtuous cycle. Only if one has the confidence can he seize the opportunity, not let it go, and even find an opportunity in the crisis. When one has seen an opportunity, his confidence will be strengthened, and therefore he will not be disturbed by the temporary risk but will march forward firmly and bravely.

If we say China is a train, then the NPC and CPPCC are the annual examination to the train. In every March, the achievements will be summed up, problems will be found out and future development will be studied. The grand conferences in the spring will certainly be able to unify views on the development and let the rapidly-running train of China run freely with confidence to a much better future.
