Children should learn that actions have consequences: no matter how young they are. Saying someone is "too young to understand" doesn't hold water, for they will understand well enough that they can get away with things with no consequences if not taught otherwise. Equally, parents should suffer the consequences because they are responsible for raising such a child. Society will pay the price if people don't learn the difference between right and wrong from an early age.
