戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展計(jì)劃(zhànlüèxìng xīnxīng chǎnyè fāzhǎn jìhuà): Guideline on emerging sectors of strategic importance

The State Council, China's Cabinet, published a guideline on emerging sectors of strategic importance during the 13th Five-Year Plan period (2016-20) on Monday.

The central government has earmarked information technology, high-end equipment, new materials, biology technology, new energy vehicles, new energy, energy-saving and environmental protection technology, and the digital and creative industries, as the key emerging industries of strategic importance in China.

According to the guideline, these industries' output is expected to account for 15 percent of China's gross domestic product in 2020, and create more than 1 million jobs each year over the next four years.

The guideline said information technology, high-end manufacturing, bio-industry, low-carbon and green industry and digital and creative industries are five pillar industries, each of which is expected to have an output of at least 10 trillion yuan ($1.44 trillion) by 2020.

The government will provide policy support for managerial improvements, strengthen intellectual property rights and offer financial assistance to these industries.

The government thinks these five pillar industries are key areas where China can gain new development momentum and competitive advantage in the future.

China should establish a modern industrial system and foster new growth momentum, the guideline said.
