Fair and a Plan for Economic and Trade Talks

Co-sponsored by China Institute of Multinational Corporation, the People's Government of Guangdong Province, and the People's Government of Zhuhai Municipality and other organizations, the "World Economic Development Declaration Conference" will be held in Zhuhai City Nov. 6 to 7, 2003. Relevant statesmen, leaders of international organizations, global business leaders, Nobel Prize Laureates in economics, famous Chinese economists will gather at the Conference and jointly issue the "Zhuhai Declaration" (World Economic Development Declaration), advocating the establishment of the new world economic order of equality, progress, interdependence, interaction and common development so as to promote the growth of world economy. In order to make full use of the international influence of the grand function, promote further cooperation among Guangdong, Hong Kong and Macao, and upgrade regional economic competitiveness, a special occasion of cooperation and exchanges will be arranged for Guangdong, Hong Kong, and Macao at the Conference. The detailed plan goes as follows:

A. Scenario

Title: Investment Environment Promotion Fair of Guangdong, Hong Kong, and Macao and Economic and Trade Talks

Theme: Further Cooperation among Guangdong, Hong Kong, and Macao for Common Regional Economic Development

Time: Nov. 6--7, 2003

Attendees: There will be about 500 participants, including government officials from Guangdong, Hong Kong and Macao, representatives of the central governmental organizations in Guangdong, Hong Kong and Macao, municipal government leaders in Guangdong, representatives of major commerce chambers and multinational corporations in Hong Kong and Macao, renowned experts and entrepreneurs, etc.

3. 15:20-16:00 Speech by Mr. Tung Chee Hwa, Chief Executive, Hong Kong Special Administrative Region, People's Republic of China

4. 16:00-16:40 Speech by Mr. Edmond Ho, Chief Executive, Macao Special Administrative Region, People's Republic of China

5. 17:00-17:10 Signing Ceremonies for Major Projects

Contents of Speeches: The speakers will introduce the economic developments of Guangdong, Hong Kong and Macao in different perspectives; discuss how to strengthen the cooperation among Guangdong, Hong Kong, and Macao and promote the economic development in the Bigger Pearl Delta; look at the prospects of economic cooperation among Guangdong, Hong Kong, and Macao, and tap the enormous opportunities; and put forward the plan of the interactive and virtuous development among the three parties.

6. 17:30-19:30 Business talks and buffet dinner.

In the morning, Nov. 7, the related cities and prefectures will hold special promotion sessions, and the cities will have business talks or arrange spot visits on special projects with major counterparts.

C. Division of Work among the Sponsors, Hosts and Co-hosts

(A) Department of Foreign Trade and Economic Cooperation of Guangdong Province is to

1. Set up the leading preparation office on Investment Environment Promotion Fair of Guangdong, Hong Kong, and Macao and Economic and Trade Talks", which consists of "Promotion Group", "Project Group," and "Conference Logistic Group," and take the responsibility of organization and implementation of the meeting and the signing ceremonies;

2. Take the responsibility of inviting Mr. Huang Huahua, Governor of Guangdong, Mr. Tang Bingquan, Executive Vice Governor of Guangdong, and leaders of relevant departments of Guangdong Province to the meeting;

3. Take the responsibility of inviting municipal leaders in Guangdong to attend the meeting;

4. Organize about 250 delegates from Guangdong, including a delegation of 15 each from Guangzhou, Shenzhen, Zhuhai, Fuoshan, Dongguan, Zhongshan, Jiangmen, and Huizhou headed by the city leaders; and a delegation of 10 each from the cities in the east and west parts and the northern mountainous part. (Each of the above-said delegation will include business delegates);

5. and direct and coordinate the work of Zhuhai Preparation Group for the Symposium.

(B) Zhuhai Municipal Government is to

1. establish the leading preparation group for "the Economic Cooperation and Exchange Fair of Guangdong, Hong Kong, and Macao".

2. take the charge of work liaison with the Organizing Committee, the provincial Department of Foreign Trade and Economic Cooperation, Hong Kong Trade Development Council, Macao Trade and Investment Promotion Institute;

3. take the charge of venue arrangement;

4. take the charge of logistical arrangement;

5. take the charge of conference budgeting;

6. take the charge of other affairs consigned by the provincial government;

(C) Hong Kong Trade Development Council is to

1. take the charge of inviting relevant people from Hong Kong Special Administrative Region to attend the meeting;

2. secure about 150 participants, including representatives from the major commerce chambers, organizations, and multinational corporations in Hong Kong, and renowned experts and entrepreneurs, to attend the meeting.

(D) Macao Trade and Investment Promotion Institute is to

1. take the charge of inviting relevant people form the Macao Special Administrative Region to attend the Meeting;

2. secure about 100 participants, including representatives from the major commerce chambers, organizations, and multinational corporations in Macao, and renowned experts and entrepreneurs, to attend the meeting.
