          Russia urged to ensure legal rights of Chinese citizens

          Chinese Foreign Ministry spokeswoman Zhang Qiyue urged Russia on Tuesday to cooperate with China to resolve the issue of the Chinese merchants whose goods were seized in police raids in Moscow.

          In the raids from Feb. 9 to 12, Russian Interior Ministry agents carted away large amounts of goods from more than 300 stalls rented by Chinese merchants in a city market, citing lack of legal entry papers for the items.

          The goods, however, entered the country through what is known as "grey customs clearance," which is recognized by Russia's Customs Commission. Consignors of goods coming into Russia with "grey clearance" are issued no official customs declaration documents.

          At a regular press conference, Zhang said the Chinese Embassy in Moscow sent officials to deal with the issue after the seizures.The embassy and the Chinese Foreign Ministry also negotiated with the Russian authorities, urging them to refrain from extreme actions.

          China calls on the Russian side to return the goods and ensure the legal rights of the Chinese citizens in the spirit of maintaining the overall friendly relations between the two countries, Zhang said..

          The Chinese government hopes the Russian side would take into account the historical development of the people-to-people trade between the two countries and adopt active measures to enhance cooperation with the Chinese side in finding a solution to the problem, she said.
