中共中央關(guān)于加強(qiáng)黨的執(zhí)政能力建設(shè)的決定：中國共產(chǎn)黨第十六屆中央委員會(huì)第四次全體會(huì)議，全面分析了當(dāng)前的形勢(shì)和任務(wù)，著重研究了加強(qiáng)黨的執(zhí)政能力建設(shè)的若干重大問題，作出如下決定。“我們黨要帶領(lǐng)全國各族人民全面建設(shè)小康社會(huì)，實(shí)現(xiàn)繼續(xù)推進(jìn)現(xiàn)代化建設(shè)、完成祖國統(tǒng)一、維護(hù)世界和平與促進(jìn)共同發(fā)展這三大歷史任務(wù)，必須大力加強(qiáng)執(zhí)政能力建設(shè)。”

黨的執(zhí)政能力指的是什么？

第十六屆中央委員會(huì)第四次全體會(huì)議的決定指出：“黨的執(zhí)政能力，就是黨提出和運(yùn)用正確的理論、路線、方針、政策和策略，領(lǐng)導(dǎo)制定和實(shí)施憲法和法律，采取科學(xué)的領(lǐng)導(dǎo)制度和領(lǐng)導(dǎo)方式，動(dòng)員和組織人民依法管理國家和社會(huì)事務(wù)、經(jīng)濟(jì)和文化事業(yè)，有效治黨治國治軍，建設(shè)社會(huì)主義現(xiàn)代化國家的本領(lǐng)。”很顯然，這里指的是領(lǐng)導(dǎo)、動(dòng)員和組織的能力。這是由我們黨的性質(zhì)所決定的：

The CPC is the vanguard of the Chinese working class, the faithful representative of the interests of the Chinese people of all ethnic groups and the core of leadership over the socialist cause of China.

CPC stresses importance, urgency to enhance governance capability

To enhance the governance capability of the Communist Party of China (CPC) is vital to China's socialist cause, the Chinese nation and the CPC itself, says the CPC Central Committee in a communique issued Sunday at the close of its four-day plenum.

Only by constantly improving its governing capability can the Party remain to be the core of leadership in the historic mission of building socialism with Chinese characteristics, says the communique.

但實(shí)際上 Governance Capability 是指行政方面的能力，例如加拿大的一個(gè)組織對(duì) governance capabilities 的解釋：

而在加強(qiáng)黨的執(zhí)政能力建設(shè)過程中，提高政府行政能力是一個(gè)重要方面，但只是其中一部分。

行政能力建設(shè)，首要的是提高推進(jìn)發(fā)展的能力，筑牢黨的執(zhí)政根基。其次是要努力提高依法行政能力。第三，要提高保持穩(wěn)定的能力，努力構(gòu)建社會(huì)主義和諧社會(huì)。加強(qiáng)政府自身建設(shè)，確保政府履行各項(xiàng)職責(zé)，是加強(qiáng)黨的執(zhí)政能力的重要基礎(chǔ)。要鼓勵(lì)廣大公務(wù)員特別是領(lǐng)導(dǎo)干部更新知識(shí)結(jié)構(gòu)，注重學(xué)習(xí)市場經(jīng) 濟(jì)、科技、法律和管理等方面的知識(shí)，解決"本領(lǐng)恐慌"問題，以適應(yīng)經(jīng)濟(jì)全球化和知識(shí)經(jīng)濟(jì)的要求，并樹立"管理就是服務(wù)"的理念。要加大政務(wù)公開力度，公開 辦事程序、時(shí)限和質(zhì)量要求，接受社會(huì)監(jiān)督，健全和完善反腐倡廉的監(jiān)督制約機(jī)制……

那么應(yīng)該怎樣翻譯“加強(qiáng)黨的執(zhí)政能力建設(shè)”比較恰當(dāng)呢？
