“打好藍天保衛(wèi)戰(zhàn)”：回顧政府工作報告中的環(huán)保主張

這兩年，環(huán)保一直都是大家特別關注的話題。今年的《政府工作報告》提出，要“加大生態(tài)環(huán)境保護治理力度，堅決打好藍天保衛(wèi)戰(zhàn)”，足見政府對環(huán)境問題的重視。

我們回顧一下最近5年的《政府工作報告》，看看政府對環(huán)境治理工作都提出了哪些主張和要求。

2017年

Making our skies blue again

加大生態(tài)環(huán)境保護治理力度，堅決打好藍天保衛(wèi)戰(zhàn)。
Effectively strengthening environmental protection, we will make our skies blue again.

加快改善生態(tài)環(huán)境特別是空氣質量，是人民群眾的迫切愿望，是可持續(xù)發(fā)展的內在要求。必須科學施策、標本兼治、鐵腕治理，努力向人民群眾交出合格答卷。
Faster progress in work to improve environment, particularly air quality, is what people are desperately hoping for, and is critical to sustainable development. We must adopt well-designed policies, tackle both symptoms and root causes, and take tough steps to make the grade in responding to the people.

治理霧霾人人有責，貴在行動、成在堅持。全社會不懈努力，藍天必定會一年比一年多起來。
Tackling smog is down to every last one of us, and success depends on action and commitment. As long as the whole of our society keeps trying, we will have more and more blue skies with each passing year.

2016年

經(jīng)濟發(fā)展與環(huán)境改善雙贏之路
Taking a path that leads to both economic development and environmental improvement

治理污染、保護環(huán)境，事關人民群眾健康和可持續(xù)發(fā)展，必須強力推進，下決心走出一條經(jīng)濟發(fā)展與環(huán)境改善雙贏之路。
Pollution control and environmental protection are important to both the health of our people and sustainable development, so we must work hard moving forward and resolve to take a path that leads to both economic development and environmental improvement.

保護環(huán)境，人人有責。每一個社會成員都要自覺行動起來，為建設美麗中國貢獻力量。
Every one of us has an obligation to protect the environment -- we call on every member of society to act and contribute to the building of a Beautiful China.

2015年

打好節(jié)能減排和環(huán)境治理攻堅戰(zhàn)
Fighting to win the battle of conserving energy, reducing emissions, and improving the environment

環(huán)境污染是民生之患、民心之痛，要鐵腕治理。
Environmental pollution is a blight on people's quality of life and a trouble that weighs on their hearts. We must fight it with all our might.

我們一定要嚴格環(huán)境執(zhí)法，對偷排偷放者出重拳，讓其付出沉重的代價；對姑息縱容者嚴問責，使其受到應有的處罰。
We must strictly enforce environmental laws and regulations; crack down on those guilty of creating illegal emissions and ensure they pay a heavy price for such offenses; and hold those who allow illegal emissions to account, punishing them accordingly.

2014年

努力建設生態(tài)文明的美好家園
Building China into a beautiful homeland with a sound ecological environment

生態(tài)文明建設關系人民生活，關乎民族未來。霧霾天氣范圍擴大，環(huán)境污染矛盾突出，是大自然向粗放發(fā)展方式亮起的紅燈。必須加強生態(tài)環(huán)境保護，下決心用硬措施完成硬任務。
Fostering a sound ecological environment is vital for people's lives and the future of our nation. Smog is affecting larger parts of China and environmental pollution has become a major problem, which is nature's red-light warning against the model of inefficient and blind development. We must strengthen protection of the ecological environment and resolve to take forceful measures to complete this challenging task.

2013年

綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展
Green, circular, and low-carbon development

生態(tài)環(huán)境關系人民福祉，關乎子孫后代和民族未來。要堅持節(jié)約資源和保護環(huán)境的基本國策，著力推進綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展。
The state of the ecological environment affects the level of people's wellbeing and also posterity and the future of our nation. We should adhere to the basic state policy of conserving resources and protecting the environment and endeavor to promote green, circular, and low-carbon development.
