全黨工作重中之重 習近平談“三農”問題

2018年的中央一號文件再次聚焦“三農”問題，對實施鄉村振興戰略進行了全面部署。

習近平在2016年的新年賀詞中曾經說過：“讓幾千萬農村貧困人口生活好起來，是我心中的牽掛。”這些年，他一直關注“三農”問題，并多次表示要把解決好“三農”問題作為全黨工作重中之重。

到2020年我國現行標準下農村貧困人口實現脫貧，是我們的莊嚴承諾。一諾千金。到2020年只有3年的時間，全社會要行動起來，盡銳出戰，精準施策，不斷奪取新勝利。
By 2020, China will lift its rural impoverished population out of poverty by current standards. That is our solemn commitment and we will honor it. With three years left until 2020, the whole of society must leap into action and, with concerted efforts and targeted measures, continuously strive for fresh victories.

農業農村農民問題是關系國計民生的根本性問題，必須始終把解決好“三農”問題作為全黨工作重中之重。
Issues relating to agriculture, rural areas, and rural people are fundamental to China as they directly concern our country’s stability and our people’s wellbeing. Addressing these issues should have a central place on the work agenda of the Party.

We will strengthen basic services in rural communities, and improve the rural governance model which combines self-governance, rule of law, and rule of virtue. We will train professional rural service personnel who have a good knowledge of agriculture, love our rural areas, and care about rural people.

增加農民收入，要構建長效政策機制，通過發展農村經濟、組織農民外出務工經商、增加農民財產性收入等多種途徑，不斷縮小城鄉居民收入差距，讓廣大農民盡快富裕起來。
To increase farmers' income, a long-term policy mechanism should be established that reduces the income gap between urban and rural residents by developing the rural economy, introducing employment and business opportunities to farmers and increasing income from property, and helping all the farmers achieve common prosperity as soon as possible.

讓幾千萬農村貧困人口生活好起來，是我心中的牽掛。我們吹響了打贏扶貧攻堅戰的號角，全黨全國要勠力同心，著力補齊這塊短板，確保農村所有貧困人口如期擺脫貧困。
A better life for tens of millions of poor people in rural regions is dear to my heart. We have sounded the trumpet to win the battle of poverty alleviation. All Party members and the entire nation should pull together and work hard as a team, put forth efforts to lengthen this short stave. We should make sure that the entire poor population in rural regions can rise out of poverty on schedule.

中國現階段不是要不要農業的問題，而是在新形勢下怎樣迎難克艱、繼續抓好的問題。新型工業化、信息化、城鎮化、農業現代化中，農業現代化不能拖后腿。
The issue at the current stage of China's development is not about whether agriculture should be included in the process, but about how to overcome difficulties and further develop agriculture in the new era. Agricultural modernization should not lag behind in the comprehensive development of new type of industrialization, informationization, urbanization and agricultural modernization.

沒有農業現代化，沒有農村繁榮富強，沒有農民安居樂業，國家現代化是不完整、不全面、不牢固的。
The national modernization won't be complete, comprehensive or solid without agricultural modernization, rural prosperity and the well-being of farmers.
