Formalities streamlined for Chinese green card

A plan for the reform of Chinese permanent resident permits was passed at a Chinese central government’s conference on Feb 6.

The plan will further facilitate application procedures. The plan targets reform of the green card’s identification functions and facilitation of applications. It also focuses on certificate design and information system upgrading to improve foreign permanent residents’ treatment in China.

Following measures for strengthening supervision over foreign permanent resident permits in September 2015, a service system reform is being implemented. For the first time foreigners will be able to enjoy treatment identical to that of Chinese citizens in house-purchases, financial services, driving license applications, and placement of children in schools.

Foreigners working in China with permanent resident permits will have access to social security payments and use public accumulation funds. Those living in China but not working will have health and endowment insurance and enjoy social security services.

After the reform, the application formalities such as in Beijing will be streamlined from 180 business days to 50. Application barriers will also be lowered. For example, employment and residential period requirements will be relaxed.

Trial provisions will allow high-level foreign talents and their spouses and minor children to apply directly for a Chinese permanent resident permit.

With the growth of the Chinese economy, China has become increasingly attractive to the world. An open environment attracts more foreign talents to live and work in China. In 2016, China’s Ministry of Public Security approved 1,576 permanent resident permits, an increase of 163 percent year-on-year.
