Abstract:　

The institutions that should be put in place in the near future include the appropriate determination of the ratio that technology can take up in the equity, speedy settlement of the property rights in the transformation of the enterprises of the institutes of higher learning including research institutes and academies, stepping up the pace of building the social credit system, promoting the construction of e-government and improving venture capital investment system.
