Abstract:

Promoting the sound development of rural property transfer and trading market is related to realizing the goal of giving more property rights to farmers in the course of deepening rural reform in a comprehensive way. It is also significant to help maintain and increase the value of rural assets, provide institutional guarantee for rural property trade, as well as prevent and control corruption among rural officials.

In order to promote the sound development of rural property transfer and trading market, efforts should be made in the following aspects: restoring the true value of rural property rights through the confirmation of farmland ownership; working hard on farmland rights confirmation, registration and certification to lay a solid foundation for rural property transfer and trading; making clearer the major responsibility of governments; utilizing different existing trading markets to reorganize a comprehensive one and standardizing trading platform and system; encouraging intermediary services to provide a market-based service system for the transfer and trading of rural property rights; establishing a reliable risk prevention system to ensure property transfer and trading; and forming a rural property market system with different varieties, sound function and high operational efficiency.
