At present, China's economic development has come to a critical period. In the process of economic transformation and upgrading, we must be fully aware of the trend of the development of information technology, and accurately grasp the role of information technology to promote the transformation and upgrading of the mechanism and potential energy. It is believed that in the new era there are four major trends relating to information technology. 1. The digitization and standardization of information collection and processing. 2. The high-speed and low-cost information processing and transmission. 3. The super large data scale for observing, measuring and analyzing economic and social operation. And 4. The further integration of information technology with various social and economic sectors. In order to effectively bring into play the important role of information technology in the economic transformation and upgrading, it is necessary to make clear the main connotations relating to economic transformation and upgrading. The main connotations of China's economic transformation and upgrading should include the following four points. Firstly, we should improve the total factor productivity and reduce the pressure on the development of resources and environment, and provide a solid foundation for the promotion of social equity. Secondly, we should establish a more coordinated economic structure. Thirdly, we should optimize the industrial structure. And fourthly, we should improve enterprise management, and improve the quality and efficiency of micro-economy operation. It is believed that the application of information technology can promote economic restructure and upgrading in at least the following four aspects. Firstly, the application of information technology can optimize the national economic management, and improve the efficiency of resource allocation. Secondly, the application of information technology can optimize urban governance, and improve the efficiency of the use of various types of resources in the city. Thirdly, the application of information technology can optimize the industrial structure, and enhance the international competitiveness of the industry. And fourthly, the application of information technology can and optimize enterprise management, and improve the operational efficiency of enterprises.
