Abstract: It is of great significance to strengthen sci-tech parks’ cooperation in Beijing-Tianjin-Hebei region, fully leverage the role of Zhongguancun sci-tech park in taking the lead as an example and construct an integrated innovation community in Beijing-Tianjin-Hebei region. Along with the advance of coordinated development in Beijing-Tianjin-Hebei region, cooperation between sci-tech parks is also enhanced. But at present initial stage, there are still some problems to address such as low-level connections, limited interconnectivity, uncoordinated resource allocation and inadequate industrial layout. With regard to our next move, we need to take Tianjin Binhai-Zhongguancun sci-tech park as an example, explore and implement the development model of “one region with multi-parks”, remove institutional and mechanism obstacles, pursue closer cooperation between sic-tech park, and promote free flow and efficient allocation of innovation resources between regions. As a demonstration project for removing administrative obstacles and constructing a synergized-innovation community in Beijing-Tianjin-Hebei region, we need to, in the co-building of Tianjin Binhai-Zhongguancun sci-tech park, fully motivate all parties’ initiative, adhere to the principle of common responsibility and shared benefit, and advance the project in accordance with the interest of related entities and in a multi-pronged manner.
