Abstract: Green and sustainable development is a kind of economic growth and social progress with more scientific development model, more reasonable development path and higher development quality under the constraint of ecological environment capacity and resource carrying capacity. It is a profound change and innovation to the traditional development model. Green and sustainable development is an important part of the construction of ecological civilization, which is inseparable from building socialism with Chinese characteristics. The construction of ecological functional areas is an important way to realize green and sustainable development. The construction of ecological functional areas is conducive to the protection and restoration of ecological environment, to the provision of fair and inclusive ecological products for the people, to the enhancement of the quality of life and happiness of the people, and to the promotion of the construction of ecological civilization.
