Abstract: To respond to population aging, Japan has established and fleshed out the social security system on old-age care, medical care and nursing, introduced relevant policies on old-age employment, childcare and old-age housing and encouraged enterprises to undertake old-age projects, and these measures have enabled Japan to form a relatively complete policy system. In the next 30 years, China’s population aging rate will match the current figure of Japan. In light of the swift speed and larger scale of population aging in China, the government needs to draw on experience from Japan’s measures, make plans in advance and prepare positive countermeasures. It is suggested that the government strengthen planning and top-level design for the elderly services, adopt comprehensive policies in response to population aging, make timely improvement of the relevant policy system, and fully leverage the role of local governments, social entities, enterprises and individuals in addressing population aging issues, so as to form a synergetic force for the development of pension industry.
