The report of the 19th CPC National Congress points out that socialism with Chinese characteristics has entered a new era, and the economic development in the new era puts forward new goals, new missions and new requirements. The most important task is to build a modern economic system.

Why should we build a modern economic system? First, it is the requirement of the evolution of the principal contradiction facing Chinese society in the new era. Second, it is the requirement to achieve the goal of modernization in the new era. Third, it is an indispensable condition to cross the “middle-income trap”. Fourth, it is the necessity to cope with the fierce international competition. Fifth, it is necessary for fulfilling the goal of sustainable development.

How to build a modern economic system? The modern economic system consists of three parts: the development goal, the economic entities and the power support. The general logic is that driven and supported by the power support system, the economic entity system builds a modern economic system in accordance with the requirements of development goal system. For this purpose, the government needs to focus its work on the following issues. First, the designing of a scientific and reasonable development goal system. Second, the cultivation of a high-quality system of behavior entities. Third, the building of a modern industrial system. Fourth, the forging of a modernized regional system. Fifth, the formation of a comprehensive and sustained innovation system. Sixth, the establishment of a modern market economic system. Seventh, the promotion of an open-oritnted system across the board. The new era has come and it is imperative for us to build a modernized economic system. As long as we move forward in accordance with the guidelines set out in the report of the 19th CPC National Congress, a modernized economic system will surely take shape.
