Abstract: As the main entity of China’s natural reserve system, national parks need to cover multiple types of ecosystems and land types that vary widely in population density, natural conditions, and utilization patterns. Despite the fact that “unity” is the core characteristic of China’s national parks system, its institutional mechanism configuration and management measures cannot cover different protection targets and land types with a uniform pattern. As a result, the main problems in management are significantly different, and it’s natural for us to adopt different institutional mechanisms and legal measures to solve these problems. In view of the main problems in the pilot management effect of 10 national parks’ institutional mechanisms and related macro-institutional mechanism reform results, we need to clarify and ensure the proper rights and financial provision of national parks in legal terms and encourage some national parks to allow more local governments to get involved in management. These national parts can be different from other national parks in terms of institutional setup, functional arrangements, personnel recruitment, law enforcement and land ownership system innovation. It is hoped that these measures could make the National Parks Act become more reasonable, feasible and applicable.
