Abstract: To make Hainan province an international tourism island, the province adopts a holistic series of policies relating to spatial planning, environmental treatment, conceptual modification, infrastructure building and village renovation. By developing ecological tourism, Hainan has not only enhanced its capacity for development, but also provides demonstrative experience for other regions in China to explore the realization of ecological products’ value. Hainan’s major experience can be narrowed down to the following aspects. First, it has conducted a provincial-level reform to integrate various plans into single master plans. Second, efforts are focused on environmental protection and the resolution of prominent problems in key areas. Third, development approaches are reshaped through the green development concept. Fourth, road infrastructure has been improved for smooth traffic. Fifth, the province has made headway in the modernization projects in various counties and villages. The enlightenments drawn from Hainan’s experience are as follows. First, the bottom-line thinking of ecological environment protection must be maintained so as to reinforce the foundation for realizing the value of ecological products. Second, a systematic logic needs to be applied to policy-making to keep the sustainable development of ecological industries. Third, a systematic treatment solution mode needs to be put in place for environmental protection to address both the symptoms and root causes of problems checking development and resolve the problems in meeting the needs of both conservation and development. And fourth, the government needs to put people first, bringing them benefits, enriching their life and making their living environment more comfortable.
