Abstract: At present, China’s rural governance has made significant progress in enhancing multiple-governance-based property right foundation, promoting democracy and the rule of law, optimizing the structure of governance entities and improving public services. However, the imbalanced regional development and the continuous outflow of population have made it difficult for rural governance to form a universal and effective model, rural governance still remain a weak point in China’s social governance and some issues need to be addressed. For instance, the role of the rule of law and morality is limited, the allocation of responsibilities, rights and capabilities of grassroots administration is hard to meet the needs of governance, the effectiveness of village self-governance is not fully released, and the supporting role of public services is not sufficient. It is believed that the main approach toward promoting modernization of rural governance is to encourage local governments to make diversified explorations under the inseparable top-level design, and to promote the linkage of urban and rural governance in the development of urban-rural integration. The current key task is to effectively activate the due effect of law and morality in rural society, actively build a joint force between the Party and government institutions and economic and social organizations and cultivate relevant social workers in different sectors so as to address various governance issues.
