Abstract: To give an in-depth analysis of the transport framework system, basic functions and policy objectives of future transport policies, this report examines the six main dimensions as follows: economical transport (taking into account the passengers’ ability to pay and the development room for transport service providers), efficient transport (satisfying transport needs with the shortest time, the lowest cost and the most desirable means), convenient transport (requiring higher network operation efficiency, transfer efficiency, accessibility and connectivity), green transport (resource saving and environment-friendly transport), fair transport (allowing low-income and vulnerable groups to share the transport services), and safe transport (pursuing the safety of transport participants). It is proposed in the report that the public policy system should feature the characteristics of platform-orientation and diversity, with a good system platform built to encompass laws, regulations and technical standards, the supervision platform improved for market structure and competitive behavior, an innovation platform created for technological progress and business model, and a promotion platform established to focus on synergy and reorganization of factor flows.
