          Abstract: The “Overall Plan for Establishing a National Park System” clearly specifies the strictest conservation for national parks. Many local leaders therefore thought that national parks would become a constraint on regional development. According to international practice, conservation refers to wise use of something rather than strict protection and prohibition. The strictest conservation for national parks is wise use based on ecological science. With the red lines of ecological conservation in various places already in place, the integrated establishment of national parks based on the red lines of ecological conservation will not bring additional constraints, but provide a base and platform for overall conservation and development to improve ecological services, enhance resource value and form a mode of green development. Establishing ecological city of Shanghai can integrate rivers, sea, and islands in the Yangtze estuary area that have been designated in the ecological conservation red line into a Yangtze estuary national park. In doing so, Shanghai not only has world-class ecological resources and major elements that influence the integration of the Yangtze river delta ecosystem and the Yangtze river protection as a whole, but is also conducive to improving Shanghai’s urban ecological security and creating a green development base.
