Abstract: By referring to the practice of infants and young children nursing care services in some countries, this paper summarizes the major elements of relevant policies and measures in various countries, and provides references for the development of infants and young children nursing care services in China. The research findings show that in many countries, the major aspects of the development of infants and young children nursing care focus on providing law-based inclusive services, and offering priority services for certain groups of children with strict access standards and quality control system. China needs to pay attention to these issues and speed up relevant nursing care construction. Government input can ensure the inclusiveness of infants and children nursing care services, while family nurseries and social involvement could make the services become more convenient and efficient. In light of the foregoing facts, it is necessary for us to incorporate early childhood development into the related law and establish and improve the infant care policy. The government needs to fulfill its responsibility to provide subsistence assistance, enable families to fully play the principal role, encourage non-governmental sectors to create an inclusive service mode and strive to cultivate professional personnel in a bid to accelerate the development of infants and children (under the age of 3) nursing care services in China.
