          Research Report, No.320, 2020 (Total 6064) 2020-12-31

Abstract: The work transfer of fishermen in major conservation areas of the Yangtze River Basin is not only related to maintaining the long-term practice of fishing ban, but also pertinent to the improvement of fishermen’s living standard through providing them with new ways of living. At present, related departments have gained some valuable and practical experience for local fishermen to get reemployed, and their efforts have witnessed initial achievements. However, there are still some problems to be addressed including insufficient and low-quality employment as well as fishermen’s declining income. By aiming at the goal of stabilizing the reemployment of fishermen along the river and improving their income, we need to take targeted measures in line with fishermen’s wishes and demands and provide vocational training for them to find new ways of living. Related departments also need to give full play to the advantages of local economy and resources to diversify channels of reemployment for fishermen, establish a dynamic evaluation mechanism for job transfer and guide and encourage them to seek new jobs through incentive policies to promote sufficient and high-quality reemployment opportunities for fishermen along the river.
