          Community Property and Service Management in China: Progress, Prominent Problems and Policy Options —— An Analysis Based on Questionnaire Survey on Property Service Agencies (No.71, 2021)

          Abstract: Community property and service management is an important part of community governance. According to the data of 491 questionnaire respondents from community property and service agencies in Tianjin, Hubei and Sichuan, it was found that: At present, the policy environment of community property and service management in China has been continuously improved; “Troika” linkage of the community has been developing;, and community service management and community governance have been moving toward integration; community service has continued to expand and its management has made great progress. However, there are still problems in community property and service management to be resolved. For example, the general difficulty in the operation of community property and service management enterprises, the contradictions and disputes in community regarding service provision, and the quality of personnel in the community property and service management enterprises all need to be addressed. The policy options are suggested as follows. We need to strengthen government supervision and self-regulation in the community property and service industry in accordance with the law, take the community CPC party branch strengthening campaign as a starting point to guide the integrated development of community property and service management and community governance, give full play to the role of the homeowners’ committee, and improve the community service management system and mechanism. In addition, we need to establish a market-oriented mechanism for property and service management charge, drive the transformation and upgrading of community management services relying on the construction of smart communities, constantly improve the professional quality of the management personnel, so as to promote the high-quality development of community property management services.
