Abstract: At present, to enhance the overall strength of scientific and technological innovation and break through technological difficulties is an urgent and arduous task for us to battle to realize modernization. Since the end of World War II, the United States has led the world in terms of science and technology. The reason why the U.S. has remained a front runner in the field of science and technology is due to the fact that it has made a forward-looking strategic layout and an overall planning for innovative industries and the development of science and technology, put in place a legal-friendly system to advance technological progress, established an integrated industry-academia-research collaboration and knowledge-sharing platform, cultivated a systematic personnel training mechanism to encourage innovation, and formulated a flexible talent introduction mechanism. Through unremitting efforts made during the 13th Five-Year Plan period, China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development. In order to smoothly press ahead with modernization in the new era, we need to draw on advanced international experience, speed up overall planning, promote technological innovation, and continue to inject scientific and technological impetus into the advancement of modernization.
